I made a post similar to this on the R&D forums but i thought id make one here for the warriors.
So in 1.9 the proc rate cut in half. I just tested it and im getting a 6.9% proc rate when i used to get around a 11-15%. Is there a reason behind this nerf?
It proc'd 47 out of 678 hits. This makes this weapon a lot less desirable. I have ran a few tests(not just one) using the add-on Procwatch and i always end up around 6-8%.
I'm pretty disappointed in this and I wish someone had said something in advance. there have been a few threads on this nerf in the forums but none have received any blue attention.
Tseric i'd love if you could help me out here or investigate the reasoning behind this.

It's really hard to say in any "changed" proc rate on such a small sample of swings/hits. While you may think that 678 hits is a good sample size of swings it really isn't.
Just look at all the "random" loot tables people get from Onyxia/MC/BWL. For certain people certain things seem to drop more. Somedays some procs go off all day it seems while other days I can swear my weapon will never crit.
It could be broken but regardless the weapond doesn't have a labeled with "proc percentages". So what was the pre 1.9 rate supposed to be? who knows.
I really like reasonable posters. Empirical thought FTW.
