I tested this on 100 shadow bolts in MC, resists counted as 0, bosses were not included in this test. The record will be in this format;
damage done (includes vuln bonus)/vuln bonus
Anytime there wasn't a vuln bonus, it is not listed.

Subtracting the vulnerability bonus to find out what it would be like without or present CoS;
84066-8381 = 75685
Adding on the NEW CoS 5% bonus
78685*.05 = 3784.25 (damage from the 5% bonus)
3784.25+75685 = 79469.25 (New damage when new CoS is put into place)
79469.25/84066 = .945 (rounded)
1-0.945 = 0.055
From 100 sources in MC I found a DPS decrease by 5.5% when the new CoS is put into place.
If i can i want to do this test in a duel, preferably against a paladin, priest or druid because they can heal themselves.

Why couldn't you just base your opinions on hear-say and speculation?
Basing your opinion on data and personal testing is too time consuming and might provide you with results that go against a popular conception.
