Okay, to all those who say that totems should affect the whole raid - it seems a bit overpowered. I don't know of any other abilities in other classes that have the ability to AoE buff raids (not sure about Pally Aura's/don't roll Alliance).
My idea: leave the totem stats the way they are (maybe slightly buffed), only instead of having an "aura" - that IS what it is - make buff totems buff the group regardless of location. Still keep them one-shot killable to prevent "ZOMGSHAMMANZWTF?!?!?!?!?!" from happening.
By doing this, mana innefficiency would be greatly increased - I don't have to cast my totems every 10 seconds, and the party still gets the buff.
So, good/whack/what? Open to insight from my Shaman brethren.

With the changes made to mana cost and duration of totems, we are looking to increase viability of dropping many totems in raids and affecting play style. Changing totems to affect the whole raid is a large step that could dramatically affect raid composition.
The devs currently want to observe the effects of these changes on the PTRs and see how well they can do, initially, with the changes presented. They would rather increase the game play of totems, rather than give them a "fire-and-forget" feel which could come from giving them a huge radius or allowing them to affect the whole raid, potentially.
There is also concern that having a whole raid affected by a totem effectively reduces the need or desire for multiple Shaman in a raid. Consider if one Shaman could drop a totem array that affected the whole room and whole raid. Wouldn't need many Shaman anymore. The larger you make the radius and effect of totems, the more Shaman you lose to unemployment. ;)
