Yes, while im sure many players have noticed that GM Tickets are not functioning, I hope this is a bug and not blizzards way of ignoring the fact that there is still issues in the game that do need to be delt with even if it is a "Test Realm". we all pay for quality gaming and we should expect to have such.
Blizzard either your GM Tickets are not functioning or your ignoring the needs of your players and that is not part of customer satisfaction, let's start this off with i had a ticket active for almost 12 hours today, Never answered, nothing in my Game Mail, and certainly nothing in my email and the wait time according to the ticket is still "unavailable". so how about we fix this? help the players that are trying to do your Beta Testing and cannot do such because your ignoring what needs attention right at that moment.
I'm going to further persist in the fact that you need to enforce the reason the Beta-Testing of patches is there, Not for players to go around and gank other players continuously, or not to stand out infront of a major city (i.e. Orgrimmar, stormwind, ironforge, undercity) and duel 24/7 while the testing is happening. IF your trying to get quality feedback about the Cross-Realm pvp states, it wont be achieved by ignoring the fact that People are infact just playing a lvl 60 character with Teir Gear because they can and they've never had the concept of what it is to be a lvl 60. I know i've came accross a few in previous times and in current that they're like, "My main is a 32 whatever".. So please address the issues that need happening along with bugs, Help the quality of gaming stay well intact.

Nicolo, the Public Test Realms are not supported by GMs in the same way the normal realms are.
Occasionally there will be GMs on the PTRs, but only for the purpose of removing people who are abusing their privileges to play on test realms.
The purpose of the Test Realm forums is for people to report issues found in the new content that is currently in the testing phase.
The QA Department does not monitor or read through the GM tickets, which is why they are often times disabled on the PTRs.
