Subject: ETA on when servers will be back up?
   Made time to play this morning & again the servers are down. Would love some info on when they coming back up.

   They should be back up later today for the next revision of PTR.. contest still underway of course.

NOTE you will need to do a fresh install this time.

   All character info is stored on the server. You can sit down at any machine running WoW (either Live or PTR edition) and access your characters by logging in.

Otherwise, a reinstall of the game would be significantly more unpleasant..

Should be the case. It may not be activated yet, the new version number is ** 5195 **, if you grab something that starts downloading 5148, 5174, 5188 or something that isn't 5195, it hasn't been updated yet. We have to do our final internal smoke test on it before we unveil it for download and logon.
