...I've explained this in scattered threads, but here you go.
The developers were less forthcoming regarding the changes coming for Paladins than they have for other classes. This caused any preview talk to be delayed, and also delayed the web team in creating the preview talent calculator.
Also, I believe, though I'm not positive, that the Web Team has a slightly more updated version than the one currently on the Test Realm.

Phanna is correct. You may notice that I tend not to be in the business of speaking in absolutes. (An example is the preceding sentence, where my brain wanted to write "I am not in the business of speaking in absolutes" at first.) This is out of experience, as every single time that I have used an absolute -- and each time I did, I was utterly confident in the answer at the time -- something changed, and when I informed the community my credibility was somewhat undercut due to the constant claims that I was a liar.
Hence my statements are not from lack of familiarity with the subject, but rather take the form of a security net. :P
