I've half-noticed this in the past, and I definitely noticed it last night:
I'm in the Scarlet Monastery graveyard - I gather up about fifteen undead.
Consecrate. Great columns of 48s start rising all over the place.
Divine Shield. Need some peace and quiet while I cast...
Holy Wrath. Explosion of holy goodness; the blue ghosts are 90% dead now -
Consecrate...the effect goes off, but there's no damage. Blue ghosts on the verge of death survive for eight seconds until my shield drops and they start dying on my retribution aura.
Has anyone else seen this? I'll play around with it some more and see what other details I can come up with.

Specced Protection before Protection was cool.
