Subject: Why was Super Blizzard removed from review?
   In the original talent review notes, Imp. Blizzard was changed to be 40/60/75% slow for 4.5 seconds. This was a great change, allowing people to get a strong Blizzard AoE for only 3 talent points instead of the 11 points required to achieve the same effect pre-1.11 (5 points Permafrost/3 points Winter's Chill/3 points Imp. Blizzard).

At some point, Imp. Blizzard was changed back to 35/50/65% slow for 1.5 seconds. This makes Blizzard usable, but not strong things still tend to run out of it pretty fast. The biggest problem there is the 1.5 seconds. In my experience, this isn't long enough to guarantee procs, and in a group of 3 or more there is usually one mob that resists the chill and "sprints" ahead of the rest.

Obviously the new 3-point Permafrost is still an improvement, giving all the functionality that currently requires 5 point Permafrost and 3 points in Winter's Chill. And the new Elemental Focus may synergize with Blizzard well enough to avoid the sprint effect. But given Blizzard's low DPS and the fact that it has to be channelled, I think we'd be better served by 40/60/75% slow from the original review and at least 2-3 seconds of chill as a base rather than 1.5.

   It was a typo. The effects of permafrost were factored into the numbers. Now, they are not. Actual functionality never changed.
