Has anyone else noticed that BLizzard does not give the targets the Winter's Chill debuff? Is it just me or does the description not specifically say all your frost damage spells are supposed to apply the debuff? Is this working as intended or bugged?

This has been identified as a bug. Last notation I have is that it is a rather intricate bug and is going to require discussion in the class team to devise an approach to fixing it.
Until a resolution can be found, keep appling the effect with frost DD ;)
