I believe you don't have to quit all the way out of WoW in order for it to re-scan for .toc files and recognize any new AddOns you want to try and install.
Just log out, and click "Back" from the Character Selection screen. Then you have to log into your server again, and then (I think) the list of AddOns WoW thinks you have will be updated.
Of course this is small consolation for players who have queues every time they log into their server :(
Hopefully Blizzard will recognize how useful it was to be able to add and remove AddOn directories and reload the UI, without quitting out of WoW. (It was definitely the fastest way to try new AddOns when considering adding them to your collection). If we are lucky they will give us back that capability. Not holding my breath though. <g>

You have the ability to do what you want already:
1. Download tons of interesting addons
2. Start WoW and go to character selection screen
3. Disable all the addons you don't want immediately
4. Enable/Disable any addons you want to try from within the game (use a custom UI or /script EnableAddOn("name") / DisableAddOn("name"))
5. /script ReloadUI()
Yes, it's a little more work.
