I followed the directions stickied here to save my settings after the new patch. Long story short, I must've messed up somewhere because I lost it all. So, I decide to scrap everything and start over by deleting my WTF, WDB, and Interface folders from the World of Warcraft directory. I log on, but to my dismay find that it's still not working.
Some problems I encountered: I target a creature but the portrait and bars don't show up. Hitting Enter or "/" doesn't open up the chat window. My bags won't open through hitting the keybinding nor clicking on the aciton bar. Clicking "OK" on the error doesn't remove the window.
Does anyone know what's causing this and how to fix it?

Check to make sure you don't have stray UI files in your WoW folder proper.
