Will this function replace how we used to use /console reloadui ?

As in, will we be able to load addons from in-game using this function if we popped them into the interface/addons folder while alt-tabbed out?

if not.. then how can we achieve the same/similar functionality as before

You can't. To install or uninstall an addon, you must restart the game. You can however, now disable and enable addons from within the game and then reload the UI.

NO WE ARE NOT

All it affects is the .toc file, and I can assure you that this file RARELY changes DURING the development of a UI. You can edit all the other files as much as you want and reload to see changes.

The sky is NOT falling.

That's right. It even doesn't affect most of the contents of the .toc file. You can add and remove files listed in the .toc to your heart's content.
