Everything Cay and the devs said about the cooldown is true. The cooldown has always been 6 seconds plus weapon speed. Until 1.5 however, the countdown didn't report the weapon speed in addition to the cooldown. I use a countdown mod, and my arcane shot counts down from 6, then after it reaches zero, if I try to cast I get the error 'Spell is not ready' because the weapon speed is being counted down, but not reported. 1.5 changes the reporting to add the weapon speed to the countdown. So it takes the same amount of time for the shot to be ready again, but now it shows you the amount of time properly. 1.6 or 1.5.1 will remove the weapon speed from the cooldown, making us all that much better with our DPS.

The countdown modifications, to my knowledge, take its countdown not from the actual, server-side cooldown of the item but the client-side UI cooldown shown (the greyed-out timer that slowly moves around in a clock-like faction until the icon is no longer greyed out, as well as the listed tooltip cooldown). Because the UI cooldown is changing from 1.4 to 1.5 to match the server-side cooldown that already existed, it stands to reason that the countdown modifications would be displaying different numbers in the tests some folks are conducting.

You will see switching from a fast ranged to a slow ranged actually ADDS to the NUMBER displayed (Aimed, Arcane and Multi).
It DOES NOT happen on live servers - there is only one second added to Arcan and Aimed on live.

Test the damn thing and see for yourself that it is longer on test.
You people are infuriating.
On 1.4 and previous, to my knowledge the cooldown is shown only serverside. What this means is that you may see the shot fire off, but the damage/shot doesn't actually register on the server until the full cooldown occurs. The UI shows the intended cooldown.
I'm aware that this is difficult for you to verify and you believe I'm trying to spin this, but what I'm bringing to you is the information that the developers themselves have brought to me in regards to what's currently happening with this bug and what's changing. I'm relating what information I've been given.
There was some confusion last night, and for that I apologize. As soon as I got in today and had the clarification for you from the developers, I posted. Neither QA nor the development team was available to confirm the issue last night when I was discussing the issue with you, so I was going on what information I have available. I'm aware this caused some confusion and frustration to surface, and I'm sorry for that.
