The Blood Elves have a Mana Tap that drains mana from a mana-using creature and then adds a stackable buff. THe buff doesn't do anything in itself, but if you have them stacked three-high when you use the Arcane Torrent, it will return mana to you. Arcane Torrent is an AoE silence. They also get a small buff to arcane resistance.
Draenei have a Heal-over-Time that's rather handy in the early game. They also have a small, passive group buff and an increase to Jewelcrafting.

edit - my bad, it is all resist for BEs and yes, Arcane Torrent will return energy for rogues.[ post edited by Tseric ]

Right so you noticed the wording of that as well. I suspect it's just Tserics personal opinion that this ability will be most useful during the early game. During the later game a 1000+ heal over time will still be useful. It all depends on the scaling being reasonable.
I only say it that way because in testing the alpha, the level cap was at 20. Early game was all we played at the time. ;)
