   It's a term used to indicate a staggered restart. Realms will be restarted in a specific order or in small groups instead of all at once.

In this specific case there is a software fix and a realm restart is required to pick it up. Not everything can be hotfixed-in unfortunately.

Of course not. Unfortunately we have to choose a time to have a maintenance, and we chose a time that affects the least amount of our players.

If the fix being applied is not performance related, then no, I can't imagine you would notice an improvement.
