The transfers will be available sometime today. The last information I had said that the aim is to release daily around noon pacific time. However, that time could very well change as necessary to better handle the server loads and provide the best experience possible for those wishing to transfer.
I know people are anxiously waiting and my best advice is just to be patient. Realm transfers will be made available as soon as possible. :)

I don't have any updates for you sorry. The best thing I can tell you is to keep an eye on the transfer list page for updates on realms being made available and barring any further delays they should be activated sometime today. I'm sorry I don't have anything any more accurate than that.
I also can't answer specifically why realms may no longer be listed other than to say that the team is doing their utmost to make sure they are managing the loads on the system to give everyone the best experience they possibly can. In some cases that may mean they need to release less realms for transfer than what people may like.
