I am curious why high lvl players dont get dishonor for goin to lowbie areas and killing other players more then 10 lvls lower then them. I have heard the argument that a low lvl player could attack a higher up with no consequences cause the higher lvl could not do anything. I say if the lowbie starts it then its fair game to kill em. So my question is why is it that they can get away with ruining another players experience cause they are bored?

Reverse griefing. This was actually a hot topic of discussion a long while back.
It would be too easy for lower level players to reverse grief and also it would make it so that higher level characters could get penalized for helping protect their friends as their friends level.
I wouldn't want to be stuck watching my friend/s get attacked while I debated whether or not the negative kills will hurt my honor score. (Not that I would hesitate to help though.)
I realize you are looking for a way to diminish the griefing of lower level players but inevitably the best way to deal with a griefer (as things are now) is to call in reinforcements to kill them. I've been in situations myself where I've had to call in a little help to take someone out that was causing issues as well. It can be frustrating at first and at the same time, it can be pretty fun to roust someone from your territory and give them a taste of their own medicine.
