so im trying to level but my rested exp bar is small I want to wait to build up wut do I gotta do in the meantime?

You look 60 to me, but it will always be quicker to simply play and obtain experience through kills and quests than wait for rested experience. Rest is intended for players that would otherwise not be able to play at all at certain times/days. If you can play, then play. It's faster.
To answer your question though, if you want to sit in a city and gain rest, I guess you could play WoAH (World of Auction House). Put everything into frozen concentrated orange juice, trust me.
