The Paladin abilities did affect Undead players in Beta if I remember correctly, and it was deemed that it was simply overpowered and created a strange dynamic in PvP.
It's possible for 'vs. race' abilities to be implemented, but it would probably require every race to have 'vs. race' abilities, and likely a few counters as well. I'm not sure what benefit would be gained by everyone running around looking for that specific race they can damage a little more than anyone else. It seems like it would just muddle PvP, but I'm not a designer.
