The Blizzard downloader is just a BitTorrent client.
Comcast's TOS forbids running any sort of server, which a BT client technically qualifies as.
And while you're right, Comcast isn't going to start handing out mass cancellations over WoW's new background patcher, automatically enabling a BT client on hundreds of thousand's of customer machines with no forewarning is awful bush-league.
But then, bush-league seems to have become Blizzard's M.O. when it comes to technical issues.

The Blizzard Background Downloader is a wholly helpful utility which is intended to decrease the amount of time spent acquiring future patches. The rate at which data transfer is set is at a small fraction of the entire connection speed. We have done extensive testing with multiple connection types (including dial-up), and the data transfer speeds are set to be extremely slow. The Background Downloader won't be set free to completely saturate download or upload speeds as some users have been claiming.
These data transfer speeds are of course a non-issue for those of you who do not want the program to run at all. The issue with not being able to permanently disable the Blizzard Background Downloader is a known bug from the reports on the Bug Report forum and is currently being investigated. This bug only exists in the Windows version of the Background Downloader.

Keep in mind that the Blizzard Background Downloader won't begin downloading any patch data until the 1.11 PTRs are active, which is likely not any time too soon. Care to rephrase Drysc?
You seem to be confusing the normal Blizzard Downloader with the new Background Downloader, which is as I said, not currently active as no PTR is live.

My point about having to upload to get patches still stands. My ISP allows 1 gig of upload per month, then you start to pay for it. I had to use 1/3 of that yesterday to get a 20 meg patch. I had already used close to 900 megs for this month, which means I am going to have to pay extra when my phone bill comes just to get a patch for a game I already pay for. That's what sort of has me feeling a bit burned.
You may disable Peer-to-Peer transfers in either the Background Downloader or the normal Blizzard Downloader in the program Preferences to avoid uploading data. This is normally only recommended for those with actual limitations preventing them from using Peer-to-Peer (such as those on a school campus) as in most cases the download speed will be affected for the worse as you are only downloading directly from the seeder and not from any peers.[ post edited by Drysc ]
