I mean, from what I gather:
-This is a franchise with a backstory written by people who had clear passion in creating this world.
-This is also a franchise with a growing library of novels, even if some of them were written by Richard Knaak. Don't you want to get your fans who know nothing of the story interested so that they will buy these books?
-This is a community with a clear audience of those interested in the story. You'll create a forum, and even SERVERS, for people who want to pretend they're real characters in the world, but you wont' create a forum for the many more who just have a solid interest in the story?
-A lot of time when people post lore-topics in general, power-gamers and casual players often jump on them for being "nerds"...even if the topic inflates to a dozen or more pages of theories and speculation.
-There is at least one CM on staff who admits to having a huge interest in the story.
-It could very well be truth that the story of this game has actually been the selling point for a good number of players interested in the game in the first place. Not every blizzard fan is a power-gamer.

There isn't one primarily because I've been waffling about the demand and the use it'd see vs. the extra moderation attention, etc. I'm still pondering it, don't get me wrong; I just haven't seen quite enough need for it as of yet.
