I rolled a new Hunter to try a different build / profession(s).
I mailed a Quickdraw Quiver to her for when she reaches 40. I had her purchase a bank slot to put the quiver (full of arrows) in but it says:
"You don't meet the level requirements to equip that item"
I was rather surprised that your bank is considered "equipping" an item... why is it like this?
This is the best option of nothing but bad options

Specialty bags like quivers, ammo pouches and soul shard bags are not designed to go in (purchased) bank slots. You also might want to consider emptying the bag before storing it. [ post edited by Tseric ]

My level 60 can put her level 40 quiver into a purchased slot. It is a bag.
So why can't my level 1 put her level 40 into the same slot?
Bank != Equipping

My bad. I can look into the reason why this functions this way. Perhaps the bank slot can be distinguished from the player's equipment slot.
