Is it because it comes from the same source as the bars that can already be turned in and Bliz sees that as double dipping rep?
Come on, a war that doesnt need explosives. Please.

The Goblins of Undermine, seeking to capitalize on the unified front against the Silithus, have graciously loaned both the Alliance and Horde as much fine blasting powder as is needed for their war effort. In return, they've given both parties a very reasonable payment plan that begins after the war is over, with a mere pittance of interest compared to what others might charge... in their eyes, anyway.
If taxes rise after the war, well, now you know why. :D

And who said they were transporting their powder from Undermine, hm, Komako? Clever traders such as the goblins have their fingers in everything; remember that the Steamwheedle Cartel is from Undermine and answers to them, as an example. ;)

What an excellent argument, Komako, with the unfortunate assumption that all that metal is being used for bombs, which isn't the case.
There are both armor and weapons to be forged, also, which would comprise the bulk of the metal stores.
