This is a repost, I'm not sure why my post was deleted, it was not a flame, but the honest truth as to why people /afk or don't fight back:
Blizzard doesn't see the root issue over the uproar with the 1.8.4 patch-
EVERYONE WANTS A CHANCE TO WIN.
That is the KEY issue, the root of people afking, the root of people not fighting against guild groups.
When a pug group sees a guild group, they KNOW they are going to lose- there is NO CHANCE to win.
When a pug group sees a pug group, they KNOW they have a chance to win, they stay, they fight.
Its NOT about winning or losing, its having the CHANCE to win, the CHANCE to lose- Pug vs. Guild has NO CHANCE to win, so they don't want to play that battleground. Hence, they afk, they let the guild win and hope the requeue is a PUG vs PUG.
Do you not see this?

There's no simple fix to that, honestly.
Mind, that doesn't mean it's not being seriously looked into, but the problem there is partly player-created and partly something that cannot be resolved without implementing a few other systems or completely rewriting how the game works.
Ideally, the developers want the Honor System to reward skill more than just time investment, and to better reward those fighting more skillful players. They want matchups to be more even and less one-sided. They understand your frustrations, and they're right there with you.
But currently the game has no real way to understand and track the nebulous thing that is "skill" in PvP. The Honor System would need considerable changes for this idea to occur, and as such, it's a long way out there.
But it is being talked about. It is something the developers want to do with the game. It just may take us a while to get there.

This has been talked about for months, actually. The 10 minute rule is there to hopefully give incentive to dig in and fight rather than simply give up; it's a small change to shore up the larger issue that can't be addressed for a while.
