the title should explain most of this, just for an example i just got my 3piece DS today and though hawk says my atk power is up it doesnt acctually add it untill i unequip everything and requip, and then you lose it again if you turn off hawk or change any armor. I've also heard other sets have problems like this and i want to know wether or not we can expect these bonus's to work properly in the near future? this may just be my opinion but i think having the sets function the way theyre suppose to should be comming before the art of it.

You have a great point, but you also have a misconception.
Set bonuses do need work, and of course the designers are aware and are working on them. But the people who do the art, and even the 3D models in the game have absolutely no involvement in the item stats and bonuses, and vice versa.
So, we can actually do both at once!
