Wasn't the biggest outcry of the people that the Oceania servers are targeted for, is that server maintenance occurs during what would be their primetime? Says set to GMT +11, but maintenance will happen the same time as other US servers. Seems like this only solves half the problem.

No.
The biggest complaint was, in fact, that they were unable to participate in a vast portion of content due to their playing at off times.
I will repeat this: the community was polled, and the response was that they would very much like a realm identical to the two Oceania realms we've brought up. It's not their ideal situation, no, and I'm aware of that. We can't create their ideal situation at this time; this is a compromise.
