Caydiem,
I realise you cannot answer specific questions regarding time-lines, but will the Oceanic server(s) be located IN Oceania?
The reason I ask is that the lag would be the main resaon I would switch to an aussie server: if they are located in the U.S though, that wouldn't change at all.
Thanks for your time.
OMG I TYPOED!

I have answered this question many times in the past.
At this time, it is currently not feasible for an entirely new realm setup to be created in Oceania. The Oceania-preferred realms (which are launching in approximately one hour) are located on the West Coast of the US, thus allowing the best possible service we can provide in our current setup.
The main reason for these realms to exist is to allow those living in the Oceania region to gather on a few realms and operate under a different peak time, thus allowing you to find groups and battlegrounds more easily. It is primarily to build community.
No, they are not located in Oceania. No, the US maintenance time will not be shifted for these realms, as the process requires that all realms of a certain area be taken care of at the same time. No, there will not (at least initially) be transfers offered to these realms.
Yes, I am aware that this is not your ideal situation. I asked the community over a month ago if this particular setup would be acceptable, and the overwhelming response was "yes, please, when can it be done?" As such, I communicated that this was something the community wanted -- and yes, with the stipulation that it's not your ideal setup and you'd still like something local at some point. This is what we have for you at this time.

Q u o t e: Ignoring the maintenance time thing, will the internal system time be set to an Oceania-friendly one? This may sound like a frivolous question, but I'm wondering for the sake of things like the fishing comp.
Good news, anyway. I'll have to activate my gamecard soon ;)
Yes, I believe they'll be set to GMT+11, so you can experience, say, the Fishing Contest. :)

Q u o t e: $60M/month, and it's not econimically feasible to set up new realms in a new region.
Clue for ya, folks: the game population has likely peaked. That is, Blizzard isn't likely to get a huge influx of new players any time soon. What this means is, if something isn't "feasible" right now, it probably never will be -- especially if you're willing to take what they'll give you in the here and now.
Blizzard is closing the book on this as soon as the new realms are up. I sincerely hope it turns out to be enough to help you folks.
Incorrect. We're hitting new records in population all the time, my friend. However, the Oceania issue is a whole different beast.

Q u o t e: No Transfers.
Why the hell would you have NO TRANSFERS from the start. Thats what people need. Blackrock is the Official Aussie Server imho
We have policies regarding transfers onto new realms. At this time, we're offering a place for Aussies, Kiwis and kin to reroll and forge a new community. Eventually we'll be able to offer transfers, I imagine, but there's no real "fair" way to do it now, what with the Oceania players scattered as they are.
