The time it would take to kill even 45000 pirates is greater than the time it would take to reroll and level a new character up to 60. Is that not the definition of "breaking" a character?

Your quote from Eyonix was in reference to talent points, and the cost for respeccing. If there was no mechanism to respec, then a played could have potentially 'broken' their character. But there is a mechanism to respec, just like there is a way to get back in bed with the goblins.
Your arguement would only hold true if the player could not reverse the negative goblin rep. The time it takes is irrelevant to the discussion. The mechanism is there.
Thus, you lose the arguement, logic and not taking quotes out of context wins.
