The rotation is blizzard buffing and nerfing classes when they get to good and when they get horrible. The game will never come to a rest and every class will have they time to be overpowered as well as the worst class in the game.
The rotation will never stop.

We are constantly striving to bring the game into balance, and that involves all aspects of the game being altered at some point in time. We try our hardest not to "nerf" anything, but sometimes a change makes something or some class too powerful, so we have to tone it down.
Since we are always adding to the game, and nothing stays static, it will always be moving, but moving towards balance.
