There is no new instance, ie. no new battleground or dungeon.
So why make us wait even longer by releasing this patch on the test server ?
Why not make up for all the lost time on 1.7 and release 1.8 live!
Then hotfix any bugs that your legendary testing team somehow misses...

We use the Test Realm to do as the name suggests, test the upcoming patch. We can only do so much preperation for patches before we have to see how they will stand up to our huge playerbase. Some patches do not have a lot of new content, but that does not mean changes are not being made to the game.
