I have been posting on the PvP forum about the seemingly broken percentages of people at rank 11 and higher. All of us posting there had been hoping for Blizzard to come in and explain why the 5% thing wasn't close to reality.
http://forums.worldofwarcraft.com/thread.aspx?fn=wow-pvp&t=265330
Today someone asked to post Blizzard's statement that the percentage was actually supposed to be 5%. So I went over to their guide:
http://www.worldofwarcraft.com/pvp/honorguide.html
What do I find there?
About 1.4% of the players participating in PvP are expected to have a Rank of 11 or above when the system settles itself after some months.
No mention has been made of this from Blizzard - just a quick stealth edit to the text. This is complete crap. I don't come on these forums and complain about anything, but this is inexcusable.
Real nice.

Folks...
While I will check with the designers, understand that a system on such a grand scale can have its results projected, but the actual results may vary slightly.
It was projected when the Honor System was launched that about 5% of the total population would hit the highest rank. The Honor System was released and has been out for quite some time now, and the numbers turned out very slightly different than projected. Now, the developers are still of the mind that the system's gain and decay functions are about where they want them, and are largely happy with how it worked out. To better reflect the actual statistics of the game, the page was changed.
I'm sorry if this disappoints or frustrates you folks, but we have made changes to the system based on player feedback -- such as the ability to use items based on highest lifetime rank rather than current rank -- that allows more players access to those items should they choose to strive for higher ranks. Getting to the top is meant to be a challenge, and as it stands, it still is.

Q u o t e: very slightly? is it one or the other or both? How can something be very slightly? Slightly implies a little bit, very implies a lot. So
you're saying they lot little miscaculated?
Is it VERY or SLIGHTLY? It LOOKS like you were going to type very but your train of thought jumped and you typed slightly without deleting the very.
Proofread ftw!
Very is a modifier of slightly. Apologies for any confusion my writing may have caused; I'm aware some people disagree with my choice of descriptor.
