Or maybe it was just put up before the patch and the patch changed it... someone explain? O.o

	A lot of low level quest reward items that people used to farm for PvP use were changed to bind on acquire to prevent continued farming. - Caydiem - /moonfire

Those items were meant to be used as quick bonuses while levelling up at lower levels, not hoarded for use in high level PvP.
