"Debuffs and area effect spells now use their actual cast level rather than effective cast level for calculating periodic resistance."
What the heck does this mean? No more Rank 1 Psychic Scream to save mana when getting ganked? No more rank 1 Arcane 'splosion to reveal Rogues? Answer me or face my cowbell!

In layman's terms, it means that rank 1 debuffs and AoE spells will be resisted more often, should you be higher level and using those ranks to conserve mana, I believe.

You misunderstand.
Spells that max out at, say, your 40s aren't going to be disadvantaged. It's only the truly low ones as I understand it, lower ranks than your highest.
