This isn't the only reason, but a fee is a deterrent.
It prevents ninja looters from hopping freely from realm to realm, plucking choice prizes as they go, for example.

For example:
Is PvE to PvP going to be allowed?
Is older to brand new server transfers going to be allowed?
Is transfers between accounts going to be offered to people who don't live in the same household? If so, how is that going to be monitored to prevent character selling?
I know someone asked about collector's edition pets (and probably the BlizzCon pet) and characters transferred between accounts as well.
When the time approaches, we'll have more information for you.

BTW not everyone is rich... those prices for the EQ transfers are one of the reasons i quit
Once the transfers are closer, I'm sure we'll release more information on the reasons. As it is, they're still a bit away, and I don't have all the information for you.
