I hamstring, they shapeshift and the effect is gone. I intercept, hamstring...they shapeshift again and keep on running. I believe kiting them also leaves if they shapeshift. I am just tired of wasting my rage, when all they have to do is shapeshift and keep running at 40% speed. Is anything going to be fixed? Is it something that was intended? Please let me know. Thank you.

As Yuno mentioned, the act of shapeshifting frees the caster of Polymorph and Movement Impairing effects.
