I'm going to roll a feral druid do they use a staff or what ever weapon has the most dps?

Strength and Stamina are the best statistics for a Druid who uses forms often, in my experience. I personally use the Fist of Omokk. :)

Procs ("chance on hit") do not work to my knowledge.

I do not believe the proc status will change in the near future, no. I'll pass the feedback along.
Xeberus, I am a Restoration/Balance druid, but I have some pieces of equipment I wear when I'm using my forms a great deal. I'm no slouch in bear form even with no points in Feral Combat. Just the other day I tanked the arena encounter in Blackrock Depths with three other people in the group. :)

I'm not worried about the character thing. ;)
It is true that certain roguish pieces can be good for Druids (I have the Ghostshroud, for example *ducks rotten fruit thrown by Rogues*) -- I'll bring it up to the developers when next I discuss Druid feedback with them.
And I'm a Tribal Leatherworker. :)

As I've explained elsewhere, I was a Feral Druid up into my 50s, but my guild had no high level main healers at the time. Because of this, I respecced to become more of a healing machine. I still perform quite respectably in my feral forms, so I'm happy. :)
