In the FAQ it does not give any indication of the time window when a person will be able to move thier toons over to the new server. Example: I choose to stay on Blackrock to see how server performance is over a few weeks after the initial phase of the character moves. I see that the server is still having problems so I decide I want to move my toon now to my designated server. Will I be able to?

I do not believe it would still be available in that case. The window is dependant on how many people move -- a few weeks, however, would probably be too long.
