There is still no official ruling on this, but I do not believe there will be an option to turn in one's mount.
The reason why there is no official ruling is that, while new looks for the epic mounts have been conceived and are being worked on, they are not slated for the next patch and as such are lower priority than other issues at this time.

Q u o t e: Why would they even have to be turned in? Why not outright replace the un-epic-looking ones people already paid 900g for with cooler looking ones? Is there really a concern that some people would prefer their current mount and be irritated if its looked changed?
Redkin, I believe the model will be outright changed across the board... but there may be some concern from those who do not like the look of their new mount.

To my knowledge there are plans for epic Paladin and Warlock mounts, too.
