I have a paladin 59lvl in a crowdy German server
(Baelgan). I want to treansfer it in English server(Emerald Dream)and I am willing to pay for this!!!
Blizzard says that considers the matter....well too much consideration on this topic! No straight answer ....:)
Personally I think this as a bad policy because:
1. Servers are crowdy and players have only the option to move to certain server....so most do not want this
2. Encourages ppl to buy accounts from another ppl and the company loses money in this way in order to play with their friends,
3. Many users stop playing because they are bored to level up in another server when they realize that many of his friends in life are there
4. Blizzard I think loses tremendous amounts of money....because they could charge this servise pretty much ( personally gladly I would pay for a prepaid card that gives this option and 50euros for transferring only and once)

We're also working on a fee-based migration feature, allowing you to choose (though not without restrictions) your destination realm when migrating. There's currently no ETA on this feature.
