Yes, the prayers have been heard:

Normal / PvE: One Recommendd realm only, though several other realms have had the tag added and removed over the last few weeks. With the stabile increase in total realm type population it's like we'll open a new PvE realm very soon.
Though ridden with typos, the newly updated sticky raises hopes of a new PvE realm hitting the waves soon.
So, who's rolling what?
