I was just wondering what was going on with the Character Move option under the Account page, not the Paid Character transfer. Is it going to be avaliable soon or is the transfer going to be the only way to move a character from one account to another?

At this time, Paid Transfers are the only option to move a character. Once Blizzard decides to open free tranfers, the Character Move icon will have its color revived to indicate the transfer eligibility. They will decide to do it when they feel a server population needs rebalancing or network related.
