I have never posted on the forums before, but I believe that this is my last hope. I have placed four separate GM tickets but based on the responses I have received, the GM's do not understand my problem. (Which could be because there isn't enough room in the bloody GM ticket explanation box, but that is a different topic)
Upon receiving my quest "Stormwind Rendezvous" I went to the gates of Stormwind and saw Windsor. He had the expected yellow "?". I spoke with him and completed the rendezvous. The expected yellow "!" appeared above his head. While the quest text was up, prior to me clicking 'Accept' to start the Masquerade portion, another player, outside my group, began the Masquerade. My quest box closed before I had the Masquerade added to my quest log. I sent him a scowl in tell then waited for the quest mobs to respawn and went to begin my event. Windsor did not respawn.
At this point I entered my first ticket. I received a prompt GM response in game indicating what I have come to find is a VERY popular topic on these forums. Go to Goldshire, wait, walk to Stormwind and he is there. I tried this and after several attempts and an hour or so of waiting, he finally arrived. Here is where the differences start.
Windsor rides up on his mount, plays his 'Yaww' animation to shoo it away then stands in the gates. He then turns toward me and says his dialog, which includes MY name. I know he is there for me. He said my name and there is no one else around. But he just stands there. There is no yellow "!". There is no "chat bubble" when mousing him. He just stands there. After several minutes, he despawns. The entire sequence promptly begins again. He once again rides up, shoos his horse, says my name and... nothing. He is stuck in some sort of infinte loop and I have no way to interact with him.
I placed 3 additional tickets following the first. The first email response was the generic form letter 'we are looking into it' response. The next was from a different GM using the generic 'abandon the quest, destroy items, blah blah'. The last was from yet a different GM stating 'we researched and found nothing wrong'.
Guess what... THERE IS SOMETHING WRONG!!!
I have no quest to abandon. Rendezvous left my log and Masquerade never entered it. There are no items to destroy. I have many screen shots (after all, no SS it didn't happen) capturing a still-frame (no FRAPS... yet) video diary of everything explained thus far.
Windsor is stuck. I can't fix it. Someone at Blizzard has to.

I have inquired into this matter on your behalf. It appears that you have The Great Masquerade in your quest log at this time. You can not see this quest in your log? If this is the case you may need to fully reset your User Interface. I would recommend you do this next. It will not be sufficient to disable your AddOns. You should instead follow these steps:
1) Log out of World of Warcraft to your desktop, thereby exiting the game completely.
2) Navigate to the World of Warcraft folder, which is often found in the Program Files directory (the default path is C:\Program Files\World of Warcraft).
3) Either rename (or delete) the WTF, WDB, and Interface folders. (Note: If you do not wish to permanently lose any third-party AddOns you may have accrued, or macros you've written for your characters, you would be well-advised to merely rename the folders, rather than delete them entirely.)
4) Log back into the game by double-clicking WoW.exe, ensuring that you do not reinstall any AddOns before doing so.
