So probably a million people are gonna come on and call me a crybaby or whatnot for posting this, though in fact this problem has probably been brought to attention in the past. My complaint is simply this: The bruisers in neutral cities have a very...unique...way of dealing with lawbreakers. Primarily, I think it would be nice if they did not attack you for defending yourself. Perhaps find some way in a later patch to allow them to differentiate between who initiated the attack and who was being attacked? I was in gadgetzan a while back, trying to turn in some tanaris quests. A 60 rogue started attacking me, and as soon as I hit him with a deathcoil so I could try to run to the Wind Rider master, the guards decided that I was a far greater criminal than he. Furthermore, you take a very annoying 10% durability damage penalty for being killed by guards...even if you were just trying to defend yourself. Of note are also agro reset abilities like feign death and vanish that allow high-level characters to waltz into a city, kill whomever they like, and then just reset the guards' agro. Also, if a priest Mind Controls an opposing player in such a city, I think the guards should first attack the priest instead of the mind-controlled player. My friend was in an annoying predicament because there was a priest who kept acting like he was going to cast mind control, and so he was stuck in a no-win situation because if the priest casted it, then the guards would attack and kill him. If he interrupted it, the guards would attack and kill him.
Have these problems been called out before, and are there any plans to fix them?

The goal of the guards in neutral cities is to prevent any violence from erupting between the cities' inhabitants, self-defense or no. If you would like to see a change made to the functionality of these guards, I would ask you to post your ideas on our Suggestions Forum. Thanks, Saskay.
