There are high chances that it will arrive on the first day of July for Horde or Alliance according to:

At the beginning of each month, the Darkmoon NPC's will begin setting up their tents in either Mulgore or Elwynn Forrest. The setup process takes a few days, after which the faire will be active for players to visit. The Darmoon Faire lasts for a week before leaving town. It changes locations between Mulgore and Elwynn Forrest each month.
The Darkmoon Faire NPC's are available for all players to interact with regardless of their location. However, Horde players and NPC's may not be as happy to see the Alliance wandering through Mulgore, and vise versa.

Of course, they could've modified the code to make it appear simultaneously for Horde and Alliance because the Test Server probably won't be up for one month, and, anyways, who would want to wait one month to test the faire?
I also doubt that the developers will waste their time writing a piece of useless code to make the faire appear before July the 1st.
I am logged in to the Test Servers. So far, there are no faire NPCs, and I flew to IF and no announcement. If it is not here in less than 1.5 hours, it will probably not come until the 1st.

Yes, the Darkmoon Faire starts at the beginning of every month.
Its scheduled location will not be edited on the Test Realms.
