I have been following the server Outland, it has been medium/Low populated since last 1-2 weeks. Why is the server classed full and we cant transfer there? Any ETA when its going to get changed? I would love to be able to transfer there soon. Any answer would be appreciated.

The High/Medium/Low population indicator is a snapshot of right now, not an indication of the population at peak hours. We base the realm tags on the overall population of the week, not snapshot data.
Outland is among the higher populated realms, and thus not eligible as a destination realm.
