--High Priestess Mar'li is not changing forms. We hope to have a hotfix up for this soon.
--There is a gong missing in the Temple of Beth'ekk. This gong is required to start the High Priestess of Arlokk encounter. We hope to have a new build up on the PTR soon that will include the gong. The abscence of this encounter will ultimately make the Hakkar encounter more difficult.

Regarding the respawning Tiger High Priest, we noticed that on Friday and already have a fix in the works. I don't think we can hotfix it though so we'll need to get a new build up on the PTR before it's properly fixed.
In the meantime, enjoy killing him as much as you possibly can in one run. Let's call it a PTR "Bonus"? >=]
All joking aside, because he respawns (and in addition to the abscence of the Temple of Bethekk encounter) Hakkar is most likely not doable in his current form.
